Mouse wheel with Modifier key or 2 shortcuts to rotate current HDRI

Main light position is one of the most important things. I'd like to be able rotate the HDRI with mouse wheel (with Ctrl or any other modifier key) pressed. some additional extra precise mode would be nice too. Or, like in Enscape with some shortcuts. Its a good idea to add shorcuts for Sun position (incl. altitude) as well.
